#8 Site Organization Resources

Airport Parking Facility Resource Schedule

A word of warning; don't over think resource allocation and organization, the first run of creating a sequence of organization will be changed many times as feedback and better information becomes available,


Workforce/subcontractor scheduled activities for example;

Rough grade crew 5 days;

-2 laborers, hand tools
-2 heavy equipment operating engineers, track-hoe, grader, heavy duty back-hoe
-2 dump truck drivers, tri-axel dump truck

Stormwater and Erosion control system during construction crew 5 days;
-2 laborers, hand tools
-1 light equipment operating engineer, bobcat, light duty back-hoe
-1 driver, stake body truck
-1 dump truck driver, tri-axel dump truck (stone rip-rap delivery) may be borrowed from rough grade crew.

Equipment schedule;
Review project task schedule, and allocate equipment for each task, some pieces of equipment may not be needed the entire work day for each task but should be allocated to the task that will be its primary function. Usually an operating engineer will be the sole operator of each piece of equipment, a sole operator may operate several pieces of equipment but it would be unusual to have multiple operators of the same piece each day. The piece of equipment should be on-site prior to the task start date and time.

Materials schedule;
Review project task schedule, and allocate materials for each task, some materials will be needed for specific tasks, some for multiple tasks, or the same task at different locations on site. The material must be on-site prior to the date and time of task start. Material storage location will be selected to minimize material handling, convenience for installation crew, security, weather protection and to not impede other work or on-site traffic flow.

Inspection schedule;
Tasks may require permit official inspection, 3rd party inspection, engineering testing or review by the owners team (RPR, CM, Arch/Eng,...) prior to completion or concealment. The next task depended upon prior task requiring on site inspection cannot proceed until a satisfactory inspection has been completed. Notification schedules should be developed to arrange for timely inspections.

Cash flow/payment voucher;
The primary resource for all participants in the construction industry is cash flow. Staff, workforce, sub-contractors, material suppliers, overhead expenses,... all must be paid for work to continue.
As part of the preconstruction activities the GC will have developed a construction schedule and a schedule of values. The schedule of values assigns dollar value to primary sub-categories of the work of the contract, with total value equal to the the awarded bid price. Only work completed to date of request for payment voucher will be paid. The GC may use the project schedule with assigned values from the schedule of values to project cash incoming.
A separate accounting for actual values (proprietor information that should not be available to the owners team, sub-contractors or competitors) may be run in parallel with the project schedule to develop an awareness of positive and negative cash flow and the need for expanding bank credit lines.
A close review of assigned schedule values, actual values and project progress may alert the GC to potential work flow problems,

Assume 9 month project schedule, Using MS Project and or excel allocate resources including workforce, equipment and materials for tasks:

Mobilization through establish rough grade including sub-grade utilities, not including paving, light poles curbing,...

Us MS Project calender feature to prepare weekly resource demands;

-Permit official call inspections

-Equipment (graders, backhoe, tri-axle dump truck. bucket truck, trash pump, auger,...)

-Temporary Facilities (trailer, WC, electric, water,...)

Accuracy in resource quantity it not necessary at this stage, sequence is more important. Assume all work by subcontractors.

Assignment;
Cash flow; Assume payment voucher each month (last day of month), with voucher payment turn around of two weeks (mid next month), and subcontractor payment two weeks latter (last day of month).
Using weekly massing on the various schedules as analogous to dollar value, produce a chart showing dollar value for work on site (sum of workforce, materials and equipment).
Discuss time shift effect on voucher payment and subcontractor payment on project cash flow.
The analogy is not truly correct, all activities don't have equal dollar value, but useful for a generalized view of cash flow.

Class 10
Airport Parking Facility Materials and Components;
Construction sites when run efficiently require materials and components to be available "just in time".

On site delivery schedules are driven by the on site work needs, and availability of on site secure storage, and need to minimize handling.
The earliest and latest date for on site delivery becomes the critical organizing feature of the supply stream; storm sewer manholes will have a setting date based on grading and trenching activity, the manhole requires a crane or track hoe with hoist chain to position, the supplier must schedule manufacture including side cut out locations and top cone type for delivery.

Assignment; Identify materials and components required for the work of the contract. Create a chronology for material delivery; earliest date for on site delivery, latest date for on site available for use.
Don't worry about quantity, but consider relative magnitude of the different elements; soils, stone and paving material have a larger volume than light poles.
Delivery and storage of the large volume elements will have a greater site organization implication.

For class 11 we will be returning to Gould and Joyce; Chapter 11.
It may be helpful to have a quick read through of chapter 11 for some insight into the week 12 assignment.

Class 11
Airport Parking Facility
Projects typically have multiple sub-contractors, this week we will review the organization, scheduling and interactions between sub-contractors.
The material delivery chronology from assignment 12 will be used as an organizing feature around which we will look at earliest start date and latest completion date for subcontractor activities.
The work of each subcontractor may be separated into a subset of tasks with dependencies and precedents linking the task to the work of other subcontractors.

Assignment; This is the final assignment before the semester final; Prepare a subcontractor and material chronology for paving and curbing, assume all sub grade work is complete, show earliest start and latest completion for each task.

Final
The final will be 10 questions based on the text, schedules you have prepared and the Airport Parking Facility drawings. Select 5 questions, you may use previous assignments in your responses.
